1944年(昭和19年)生まれ、三重県出身。東大法学部卒業、同大学大学院修士、オーストラリア・モナシュ大学政治学博士。インドネシア・インドネシア大学講師、マレーシア・マラヤ大学客員教授を経て東大講師、法政大学教授。アメリカ・ジョンズホプキンス大学客員教授、オックスフォード大学(ユニバーシティ・コレッジ)客員教授、国連大学高等研究所客員教授。日本平和学会会長、日本政治学会理事、国際政治学会理事、国際平和研究学会理事、全米社会科学評議会委員。アジア太平洋ユネスコ協会連盟会長、世界ユネスコ協会連盟会長を歴任、現在日本ユネスコ協会連盟理事長。専門はアジア太平洋、特に東南アジアの政治。主著に『東南アジアの危機の構造』勁草書房(アジア経済研究所研究奨励賞受賞作)、共著に『グローバリゼーションとグローバルガバナンス』法政大学出版局などがある。

Director-General of the National Federation of the UNESCO Associations in Japan

Born in 1944 in the Mie prefecture. He graduated from the Faculty of Law at the University of Tokyo, has a master’s degree from the same university, and is a doctor of political science from Monash University, Australia.
After working as a lecturer at Indonesia-Indonesia University and as a visiting professor at the University of Malaya, Malaysia, he is a lecturer at the University of Tokyo and a professor at Hosei University.
He is also a visiting professor at Johns Hopkins University in the United States, a visiting professor at Oxford University (University College), and a visiting professor at the United Nations University Institute of Advanced Studies.

He is the president of the Peace Studies Association of Japan, a director of the Japanese Political Science Association, a director of the International Political Science Association, a director of the International Peace Research Association, and a member of the National Council of Social Sciences. He has served as President of the Asian Federation of UNESCO Clubs and Associations, President of the UNESCO, and is currently Director-General of the National Federation of UNESCO Associations in Japan. His specialty is Asia-Pacific, especially Southeast Asian politics. His main books include “Structure of the Crisis in Southeast Asia” from Keiso Shobo (winning work of the Institute of Developing Economies Research Encouragement Award), and the co-authored “Globalization and Global Governance” from Hosei University Press.
